The eHATID LGU TECHNICOM Study:  Transitioning through the Technology Transfer Process

The technologies  to  be  integrated  are  the  EMR  systems  and  eclaims  systems  which  will  serve  the  needs  of  public  and  private  providers.  The integrated  system   for  public  providers  include  the  RHUs/CHOs,  public  infirmaries, public  birthing  homes  and  public  level  1  hospitals.  The private  providers  include  the  private  clinics,  private  infirmaries,  private  birthing  homes  and  private  level 1  hospitals.
 
The business research component will produce a technical report containing a technology description, evaluation, commercialization options as well as produce a business plan containing an internal and external scan, as well as a rapid analysis of potential revenue streams and monitoring and evaluation.

Component I: Technology Validation
 
Specific Objectives:
 
A. To review the DOH  and  PHIC policies  from  administrative  orders  and  circulars  on  EMR  and  eClaims, as  well  as  related   DOST  and  DICT policies
 
B. To conduct a  Joint  Application  Design (JAD)  workshop  to   determine  the  joint  process  flow,  technical  requirements  and  technical  integration  process  of  the  EMR  and  eClaims  systems for  public  and  private  providers
 
C. To present the  JAD  workshop  output  results and  recommendations  to  the  Project  Management  Group
 
D. To implement and test the  approved JAD  recommendations  for  systems  integration  for  public  and  private  providers
 
E. To approve the prototype  integrated   EMR  and  eClaims  systems
 
F. To conduct field testing and field validation of  the  integrated  systems
 
Component II: Business Research
 
 
Specific Objectives:
 
A. To provide a description of the eHealth technologies  on  EMR  and  eClaims,  specifically  eHATID  EMR  system  and  TTSI  eClaims  Utility  Services  modules
 
B. To evaluate them  in terms of key processes, outputs, outcomes, and impact
 
C. To identify alternatives for commercialization and legal personality that are aligned with existing laws and frameworks including financial  analysis, Net Present  Value (NPV), Internal  Rate  of  Return (IRR)  and  payback  period  for  the  preferred  business  model
 
D. To conduct strategic planning and develop a business plan
